Analysis and feasibility study for the implementation of an electronic archiving system at the EESC

For the EESC

The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe. It represents employers, workers, and civil society organisations. The expertise of its 329 members helps to optimise the quality of EU policies and legislation.

Objectives:

In order to better meet the challenges of managing its institutional archives, the EESC has initiated a digital transformation process. Their objectives are to

- modernise the management of its institutional archives to meet the challenges of digital transformation
- guarantee the institution's memory by ensuring the reliability, accessibility and optimal use of its archives, both physical and digital
- implement an Electronic Archiving System (EAS) that complies with standards, to manage deposits and transfers, ensuring the long-term preservation of documents and improving access to information.

Solutions:

The mission undertaken by Exquando was divided into three main phases:

  • Phase 1: Assessment and needs analysis

This phase consisted of an in-depth audit of current archive management. Through interviews with key stakeholders and users, a series of possible improvements were identified. Using the archive model canvas and the capacity map, the EESC was able to gain a comprehensive overview of its needs. On this basis, opportunities for improvement and risks related to current management were identified.

  • Phase 2: Target proposal and feasibility

A target digital architecture, aligned with the OAIS model (ISO 14721), was designed. The feasibility of implementing an EAS within the EESC was then assessed. The proposal and necessary resources were then presented and validated by the management.

  • Phase 3: Drafting of specifications

Based on the findings of the first two phases, we drafted the technical specifications for the EAS software, precisely framing the functionalities and requirements of the future system.

The needs analysis and feasibility study will enable the client to choose the electronic archiving system to put in place. The detailed specifications given to them will help them select a tool and then ensure its implementation.
