In June 2025, the consortium formed by Numen Europe, Exquando, Labgroup and Eowin responded to a call for tenders from the European Commission for the provision of document and archive management services and related services.
The consortium was awarded this framework contract worth over €20 million in October 2025 for a period of four years. The contract covers some 20 European institutions, including the European Commission, the Council of the European Union, the European Parliament, the European External Action Service, the Court of Justice of the EU, the Committee of the Regions, the European Data Protection Supervisor and the European Ombudsman. Our consultants within the consortium will mainly work in Belgium (Brussels), Luxembourg (Luxembourg), France (Strasbourg) and, to a lesser extent, Germany (Karlsruhe), the Netherlands (Petten) and Italy (Ispra).
The aim of the framework contract is to provide these institutions with expertise and advice on document, archive and information management, as well as technical and logistical support for archiving and digitisation work.
The extraordinary framework of the European institutions provides access to a variety of unrivalled archives, from the collections of MEPs to the Commission’s audiovisual archives, immersing archivists in the heart of the process of European construction and policies, both past and present. It is also an opportunity to support them in their transition to a fully digital environment.
Good information management, including archives, is at the heart of the consortium’s concerns, and our archivist consultants are particularly proud to be able to contribute to these missions alongside the teams currently in place.

With solid experience working with several European institutions, Exquando relies on a team of more than 20 archivists already active under the current contract, who possess an in-depth understanding of the client’s environment and procedures. Their operational know-how and insight into documentary challenges played a decisive role in this new success.
